How to Get Government Subsidies for PMAs in Singapore

1. Seniors’ Mobility and Enabling Fund (SMF)

The SMF is the primary subsidy used by elderly Singaporeans aged 60 and above who need mobility aids for daily living. If you or your loved one is a senior facing mobility challenges, this is likely the fund you’ll apply under.

✅ Who is eligible?

  • Singapore Citizen aged 60 years and above
  • Living at home (not in a nursing home or sheltered facility)
  • Household per capita income ≤ $2,600, or annual home value ≤ $21,000 if no income
  • Assessed to require the device by a qualified professional (e.g., therapist or doctor)

✅ What does it cover?

Up to 90% subsidy for approved mobility aids, including:

  • Electric wheelchairs
  • Mobility scooters
  • Walking frames, commodes, and other assistive devices

✅ How to apply:

There are three ways to apply, depending on the senior’s current care situation:

  1. If the senior is under the care of a:
    • Restructured hospital
    • Community hospital
    • Day rehabilitation centre
    • Senior care centre
    → Approach the therapist or social worker at that institution for help with the application.
  2. If the senior is not under care at any of these institutions:
    • Download the “Need for Assessment” form from the AIC website
    • Visit a doctor, therapist, or nurse to complete the form
    • Submit the application online via Singpass
  3. If the senior cannot apply online and is not under institutional care:
    • Download or collect a hardcopy form from any AIC Link location
    • Attach the required documents (NRIC, medical memo, income proof)
    • Mail the completed form to AIC

2. Assistive Technology Fund (ATF)

The Assistive Technology Fund (ATF) provides subsidies for persons with permanent disabilities who require assistive devices to improve independence at home, school, or work. Eligible applicants can receive up to 90% subsidy, capped at $40,000 over their lifetime.

✅ Who is eligible?

  • Singapore Citizen or Permanent Resident
  • Diagnosed with a permanent disability (e.g., physical, visual, hearing, intellectual, autism)
  • Household per capita income ≤ $2,600, or annual home value ≤ $21,000 if no income
  • Assessed by a qualified professional (e.g. therapist)

⚠️ Age Restriction for New Applicants

If the applicant is 60 years old or above and has never used ATF before, they are not eligible for ATF.

They must apply under the Seniors’ Mobility and Enabling Fund (SMF) instead. Only those who have tapped on ATF before turning 60 can continue using it after 60.

✅ What does it cover?

Subsidised assistive devices such as:

  • Electric wheelchairs
  • Mobility scooters
  • Communication aids, screen readers, and adaptive equipment

❌ Does not cover medical devices (e.g., oxygen concentrators) for those under 60.

✅ How to apply:

Applications must be submitted through registered touchpoints. You cannot apply directly.

Touchpoints include:

  • Public hospitals
  • Polyclinics (via referral to public hospitals)
  • Voluntary Welfare Organisations (VWOs) such as SPD, HWA, SAVH, SADeaf

Steps:

  1. Visit a registered touchpoint for assessment
  2. Therapist or social worker will complete and submit the application
  3. SG Enable will process the application within 15 working days
